We would like to observe that this kind <br /> <br />5 of rank speculation has no place in a document like this. It <br /> <br />6 appears to be an attempt by the Fish and wildlife service with <br /> <br />7 concurrence by the Bureau of Reclamation to preempt the responsi <br /> <br />8 bility of the Secretary of Interior. Interior agencies are pro- <br /> <br />9 bably not living up to the regulations of the Department of <br /> <br />10 Interior in including this kind of statement. The Secretary <br /> <br />11 is under charge by regulation to consider objective input. The <br /> <br />12 Secretary has not considered it and .we request that the statemen <br /> <br />13 be stricken from the final statement. Concerning Chapter C, we <br /> <br />14 find on page C-l that in July of 1976 the U. S. Fish and Wildlif <br /> <br />15 Service recommended the project not be built: we find further <br /> <br />16 that the Bureau of Reclamation has objectively determined that <br /> <br />17 the Fish and Wildlife requests are inconsistent and unrealistic <br /> <br />18 and the Bureau is to be applauded for not agreeing with the Fish <br /> <br />19 and Wildlife Service that the project not be built. Concerning <br /> <br />20 water quality again, we have the problem of the Colorado ~iver <br /> <br />,j <br /> <br />21 salinity discussion of the loading of 10,150 tons of salt into <br /> <br />22 <br /> <br />the river by the project and the discussion of the increased <br /> <br />::1 <br /> <br />23 <br /> <br />total dissolved solid content at Imperial. As we have commented <br /> <br />24 <br /> <br />before, the Bureau of Reclamation seems to be oriented toward <br /> <br />-' <br /> <br />25 <br /> <br />the Lower Colorado Basin where salinity in the Colorado River <br />
