<br />"Sec. 1. It is hereby reoognized that destruotive
<br />floods upon the rivers of the United States, upsetting
<br />orderly processes and causing loss of life and property.
<br />including the erosion of lands and impairing and obstruct-
<br />ing navigation, highways, rail~oads, and other channels of
<br />commerce between the States, constitute a menace to nation-
<br />al welfare; that it is the sense of Congress that flood
<br />control on navigable waters or their tributaries is a pro-
<br />per activity of the Federal Government in cooperation with
<br />States, their political subdivisions, and localities
<br />thereof; that investigations and improvements of rivers
<br />and other waterways, including vmtersheds thereof, for
<br />flood-control purposes are in the interest of the general
<br />welfare) that the Federal government should improve or par-
<br />ticipate in the improvement of navigable waters or their
<br />tributaries, including watersheds thereof, for flood-con-
<br />trol purposes if the benefits to whomsoever they may accrue
<br />are in exoess of the estimated oosts, and if the lives and
<br />social seourity of people are otherwise adversely affected.1!

<br />Seotion 5 of the Act provides:

<br />benefit of navigation and the control of destructive flood
<br />waters o.nd other purposes, are hereby adopted and author-
<br />ized to be prosecuted. in order of their emergenoy as may.

<br />Seoretary of War and supervision of the Chief of Engineers
<br />in aooordance with the plans 1n the respective reports and

<br />Thus Ca ddoa Reservoir was authorized in accordance vnth the
<br />
<br />plans set forth in House Document No. 308. An inspection of House Document
<br />
<br />308 shows that the plans for this project were confined to facilities for
<br />
<br />flood oontrol and conservation of water for irrigation. With respect to
