A reading of this list would indicate that considera- <br /> <br />tions of the subject i6 based upon the assumption which cannot be made at <br /> <br />this tile that reoreational facilities will be provided. <br /> <br />Firat, by this statement it is submitted that it is not poss- <br /> <br />ible, under the law authorizing this projeot, and beoause of the physioa1 <br /> <br />conditions at John ~~rtin Dam and Reservoir, to provide for the ma~ntenanoe <br /> <br />of a pool as a part of the oapaoity of the reservoir for fish life without <br /> <br />interferenoe with the aooomplishment of the primary purpose for whioh the <br /> <br />projeot was authori~ed. In making this assertion, it should be understood <br /> <br />that this position of Coloraro applies solely to the projeot under oonsidera- <br /> <br />tion. The Colorado Wnter Consorvation Board recognizes the desirability of <br /> <br />preserving the reoreational vnlues in water development to the extent poss- <br /> <br />ible in all proper oases. <br /> <br />The John ilartin Reservoir Projeot was authorized by the Flood <br /> <br />Control Act of 1936 (June 22. 1936. Public No. 738. Volume 49. pogo 1570. <br /> <br />Flood Control Aot of 1936). When authorized the projeot was designated 8.8 <br /> <br />the "Caddon Reservoir." By subsequent legislation the Dame was changed to <br /> <br />"John Martin Reservoir" in honor of the late Congrsaeman John Martin of <br /> <br />Colorado. By this Aot, Congress for the first time established the present <br /> <br />national policy of flood control whereby suoh projects are authorized irrss- <br /> <br />peotive of the prinoiple of 100a1 oontributions and without being directly <br /> <br />related to navigation improvements. This policy is based on the n~tion~l <br /> <br />interest and the furtheranoe of the national welfare.
