In addition the small timber shelter. was removed and replaced with <br />a concrete blcx:k shelter of sufficient si:e to house the radio transmitting <br />equipment. At the inflow station on the Arkansas River at Las Animas <br />extensive bank protection was constructed to prevent further clltting <br />action and possihle destruction of the gage and cahleway by high water. <br />As a result of construction and repair work during the year all <br />Compact statlOns excq-it that on tne P\.lrgatoirc near Las Animas arc in <br />excellent physical condition. Replacement of that station is planned <br />during 1952. Close ,tttention to changing flow conditions and the co- <br />operatHln of cdl interested parties in furnishing stage and flood \varning <br />reports to the rcsid.:nt engineers of the Gcological Survey enabled them <br />to obtain discnarge meaS\.Irl'mrnts over a wide range of stl1ge at aU Com- <br />pact stlttions. Firulillgs of Fact by the Admi"islrat;on <br /> <br />Tne Administration, on July 24, 1951, considered the report on <br />the Initial Development, Gunnison-Arkans.ls Project, Colorado, Roaring <br />Fork Diversion (Proiect Planning Report No. 7-8a.49-1), submitted by <br />tne Secretary of the Interior under Section 1 of the Flood Control Act <br />of I 944- <br />As a result of slh.-h cnnsiJeration, the Administration passed a <br />resolution (attached hereto as Appendix "C") mrtking findings of fact, <br />comments and recommendations relating to the above mentioned report. <br />The Aclministratilln found that it is interested in the proposed project <br />to the extent that its construction and operation shall not interfere with <br />or defeat the right.s, interests, and obligations of Colorado and Kansas <br />under tne Arkansas River Compact. The Administration commented <br />thdt the interstate compact' relations of tne two states do not justify <br />any ohjections to the importation of Colorado River water into the <br />Arkall.'i<ls River Basin by the proposed project, but that any re-regulation <br />of native waters of the Arkansas River by sucn project concerns tne <br />Arkansas River Compact Administration and both Colorado and Kan- <br />sas in tnc mCltter of complying with the provisions of the Arkansas <br />River Compact. To that end, the Administration recommcnded to the <br />Governors of Colorado ai,d Kansas that the proposed project develop- <br />ment be approved; provided, however, that there snail be no re-regula- <br />tion of n:1tive waters of the Arkansas River :1S proposed in sllch report <br /> <br />10 <br />
