<br />until a plan of operation, rules, regulations, procedures and agreements <br />in furtherance thereof, including any pertinent agreements between the <br />Corps of Engineers and the Bur~<\U of Reclamation, shall have been <br />submitted to, and approved by, the Arkanslls River Compact Admin- <br />istration and the affected water users. The Administration requestecJ <br />thr. Governors of Colorado and Kansas to submit its findings, comments <br />and recommendations to the Secretary of the Interior with their r~- <br />spective official state comments and recommendations when acting pursu- <br />ant to Section 1 of the Flood Control Act of 1944.
