In other words, SJWC <br /> <br /> <br />could be without any flow during the mid- to late-summer season of those years, potentially <br /> <br /> <br />creating a desperate situation because of a completely dry Animas River channel. Thus, in <br /> <br /> <br />order to meet demands on a firm M&I schedule, a storage reservoir would be required to <br /> <br /> <br />meet these demands during approximately five percent of the years. Black & Veatch7 <br /> <br /> <br />determined that such a storage reservoir would require a capacity of approximately <br /> <br /> <br />12,000 acre-feet. <br /> <br />Black & Veatch conducted a master water supply study for SJWC and evaluated several <br />alternatives for developing the 30,800 acre-feet under a no ALP scenario. The preferred <br />alternative included a 12,000 acre-foot, off-stream reservoir located at the mouth of Barton <br />Arroyo. Water would be diverted from the Animas River just south of the state line. The <br />water would be delivered to the reservoir via a 20-mile combination concrete-lined canal <br />and pipeline with a design capacity of 60 ds. The reported capital costs in January 1981 <br />dollars for the reservoir and supply canal are $18,030,000. The annual operation and <br />maintenance (O&M) costs, also reported in January 1981 dollars, are $40,000 per year. The <br />corresponding capital and O&M costs in 1993 dollars are $28,221,860 and 62,600, <br />respectively. <br /> <br />The question then arises if there are any incremental costs for this alternative beyond the <br />cost (or benefits) included in Reclamation benefit-cost analysis that should be included in <br />a regional benefit-cost analysis of ALP. Determining if any additional benefits should be <br />included in the regional benefit-cost analysis would require a detailed review of the benefits <br />and costs allocated to SJWC for deliveries under ALP. It should be noted that Kirkpatrick <br />indicated that the maximum payment by SJWC specified in their ALP contract is <br />$16,640,000.
