Cost Account Adiustments. (Where the reallocation adversely impacts <br />Federal hydropower, a credit to the accounting records should be make based on the <br />estimated loss of power outputs and the current rates charged by the Power Marketing <br />Agency (PMA). Credit can also be made for costs incurred by the PMA for purchasing <br />power to fulfill contracts for the duration of the contracts. Such credit should not be made <br />until such actual costs are incurred and documented that they are directly attributable to <br />the reallocation.) <br /> <br />7. Environmental Considerations. (Summarize in one or two paragraphs the <br />environmental effects of each of the alternatives considered and, as appropriate, the need <br />to comply with any other applicable Federal environmental laws or regulation, including the <br />Clean Water Act Section 404(b)(1) Guidelines when activities involve a regulated discharge <br />of dredged or fill material within waters of the United States. Note that the documentation <br />required by the National Environmental Policy Act (NEPA) of 1969 should be included as <br />an appendix.) <br /> <br />8. Conclusions. (Summarize in one to two pages the above findings and indicate <br />the non-Federal sponsor's desire to pursue reallocation in the Federal project. Make <br />appropriate reference to appendices (e.g. environmental assessment, letters from the non- <br />Federal sponsor, other coordination activities, etc.) <br />
