4. That no authorization for construction of said Narrows Dam project nor any
substj,tute therefor should be recommended or made except on the express condition:

(a) That such project should be strictly and solely a flood control

project.

(b) That no appropriation of waters shall ever be adjudicated to such

project.

ec) That all matters of administ~ation of such reservoir or reservoirs
shall be under the control and direction or subj ect to t;le control of the office
of the State Sngineer of the State of Colorado.

No~, therefore, the undersigned representat~ves of the water users under the
Cache la J'oc:dre !liver, constituting the Cache la Poudre Water Users Association,
have RESOLV=n and do hereby REGOmIUm that t!le Colorado Water Conservation Board,
in the interests of the water users of this ~tate,

l. \Iithl'.olc', its approval of the so-called Narrows Dam Project, and further
withhold its a:',;"^~Yal of any and all other or different projo~ts unless same shall
be made to confol':'.l to the views of our i\ssociat.ion here~nabove expressed.

2. That S2.~d Board to its fullest capacity insist on a firm agreement with
and binding upon all interested federal 2.uthorities that all decreed priorities
for the use of Hater shall be recognized, 'lith full protection of all present
irrigation works; tna'<:. in the event of condemn2tion of any existing irrigation
works, all condemned hater rights and priorities be abandoned.

3. That the Congress of the United States should be asked to authorize and
direct that all adjudications and determinations of rights, by or at the instance
of the United States or any of its departments or agencies, affecting the waters
of this state, be had and made in the Courts of this State under the provisions
and requirements of Colorado ~tatute5 and that all water be distributed and all
water rights, decrees and appropriations of'water be administered by or under the
supervision of the lI'oper water officials of Colorado.
