3025

.

.

RECOMl,lENDATIOi'r.:; OF THG CACHE LA POUDnG WATER UCiEi:S ASSOCIATION
TO Tim COLOlU.DO VIATlili. CJilSLlW"TIvN BOARD Rl:;UTIVG TO
FLOOD FROTECTION ON THe SOUTH P1ATcE RIVER
AlJD UTH R"':1' ..;[(";ECE TO THE
NijU:O"i ,5 Dil: i PIlOJECT

\:e, the u.,dersigned officers and directors of The Cache la Poudre !Iater Users
Association, after much consideration and discussion .lith other water users in the
South Platte River and after full consideration of our problems, have concluded:

l. That the construction of the so-called !larrovls Dam project is not in the
interest of the water users of Colorado for the following reasons:

(a) Construction of said Narrows Dam project vlill be expensive, extrava-
gant and wasteful beyond all possible benefits to be derived therefrom.

(b) Extravagant and wasteful expenditures of money on the theory that
such money is being furnished by a federal agency and that "if we don't get it,
someone else will" is wrong and inconsistent with American traditions and contrary
to sound econo~ics.

(c) TI1at better and more economic flood control and more efficient
protect~on against erosion and dissipation of soil resources, with better conser-'
vat ion of both Ilater and soil, can better be achieved by the constr'~tion of smal-
ler dams and other flood control devices on the upper reaches of tributary streams.

(d) That small dams on the upper reaches of Kiowa and Bijou Creeks, St.
Vrain and comparable vlater courses, will prevent flood conditions on the lower
stream and prevent excessive discharges of silt into such a basin as is contem-
plated by the huge Narrows Dam.

(e) That construction of said lJarrOlrs Dam would in no considerable de-
gree affect flood conditions 011 the rivers to which the Ciouth Platte is tributary
or on the strea:ns tributary to said South ,latte.

(f) That construction of such a structure, u~less its filling and use
of water therefrom be fully restricted, would prevent 21l new construction on the
Cache ~a POudre River and its tributaries.

\"lE F:JRTHER FIlJD AdD Rt:fRGCiENT:

1. That expenditures for structures on the South Phtte River such as and
including the Narrows Dam, if built, should b8 strictly for flood control.

2. That upstream structures arc more econcmic~l as to initial cost, and
afford the use a~d re-use of flood waters lmFounded ~1 the Platte Valley and vall
permit the filli"g and refilling of water bearing s"C.~str&ta vrUh water for the
immediate benefit of upstream lands and the ultimate Ger.efit, through upstream use
and reuse and return flow, of all irrigable lands in said Valley.

3. That upstream protection between the fcottills and the Uarrows Dam loca-
tion shc'ild a~~ can be provided by upstream construction.
