Determining the need for and acquiring additional infomlation to describe, from <br />a national viewpoint, problems that were previously identified but not adequately <br />described. <br /> <br />. <br /> <br />Identifying and describing, from the national viewpoint. additional problems <br />that previously had not become apparent in either the specific-problem analysis <br />or the nationwide analysis. <br /> <br />. <br /> <br />Developing an initial set of comments on the information, priorities, and conclu- <br />sions and recommendations contained in the regional report for use in the re- <br />maining national priorities analysis activities. <br /> <br />. Compiling and displaying a range of national and regional assumptions and future- <br />condition requirements including an NPA Committee recommended set for <br />consideration in Activity Two. <br /> <br />. Compiling and displaying the remaining information which describes the problems <br />to be evaluated in Activity Two as national priorities are established. <br /> <br />Preimplementation tasks involve establishing what information will be evaluated in this <br />activity, what information will result and how both will be displayed. <br /> <br />Activity Two: Establishment of National Priorities. (October 1976-December 1976) <br />This activity will result in the establishment of a set of priorities for resolving the problems <br />described and displayed in Activity One. This is accomplished by the following tasks: <br /> <br />, <br />" <br /> <br />I' <br /> <br />. Selecting a task force to establish national priorities. The task force will be <br />selected by the Council from a list of potential participants recommended by both <br />the Council and the regional sponsors. <br /> <br />. <br /> <br />Selecting. national and regional assumptions and requirements upon which the <br />national priorities wil1 be based. This wil1 be accomplished by the task force <br />upon evaluating the range of assumptions and requirements developed in Activity <br />One. <br /> <br />. <br /> <br />Establishing and displaying national priorities for the identified prolilems based <br />upon the assumptions and requirements selected in the second task above. This <br />will be done by the task force upon evaluating the infol111ation provided by <br />Activity One. As in the specific-problem analysis, priorities wil1 be developed for <br />two time periods, 1975 to 1985 and 1985 to 2000. <br /> <br />Preimplementation tasks include developing the procedures that will be used to select <br />the task force, and the guidelines for the task force, as it evaluates the results of Activity <br />One and establishes and displays national priorities. <br /> <br />25 <br />
