NATIONAL PRIORITIES ANALYSIS Purpose The purposes of the national priorities analysis are to articulate from the national viewpoint priorities for resolving identified water-related problems and to prepare a national assessment report which contains both the national and State-regional viewpoints. Product ,.,,1, The product of the national priorities analysis will be a national assessment report which will be prepared by the WRC staff. It will document both the State-regional and national viewpoints using the results of all assessment activities. This report will be pre- pared in a manner that is responsive to the users-the executive branch, the Congress, and Federal/State agencies; and other organizations concerned with resolving water-related problems. ft. General The national priorities analysis consists of two phases. Phase I involves the develop- men t of procedures and guidelines for conducting the national priorities analysis. During Phase II, the WRC staff and the NPA Committee will use, analyze, and perhaps supplement the results of the nationwide analysis and specific-problem analysis to identify and describe in detail (al water-related problems, (b) geographic areas containing sufficient problems and complexity to warrant the preparation of comprehensive plans or data-collection activities, (c) priorities for resolving the problems and preparing the level B plans or data-collection activities, and (d) conclusions and recommendations concerning the Federal role in helping to resolve the high-priority problems. Activities and Accomplishment Schedule A total budget of $0.8 million has been established for the national priorities analysis; a schedule of activities corresponding to this budget is described in detail in the following paragraphs; Phase I I .~ Actil'ity One: Preimplementation. (February 1974-June 1976) During this period the WRC staff with assistance from the NPA Committee and the regional sponsors will prepare detailed procedures and guidelines for conducting Phase II of the national priorities analysis. These guidelines will be based upon and consistent with those which are developed for conducting the specific-problem analysis. ~ Phase II Activity One: Evaluation of Specific-Problem Analysis and Nationwide Analysis Results. (July I 976-September 1976) During this activity, the WRC staff and the NPA 24
