<br />NATIONAL PRIORITIES ANALYSIS <br /> <br />Purpose <br /> <br />The purposes of the national priorities analysis are to articulate from the national <br />viewpoint priorities for resolving identified water-related problems and to prepare a <br />national assessment report which contains both the national and State-regional <br />viewpoints. <br /> <br />Product <br /> <br />,.,,1, <br /> <br />The product of the national priorities analysis will be a national assessment report <br />which will be prepared by the WRC staff. It will document both the State-regional and <br />national viewpoints using the results of all assessment activities. This report will be pre- <br />pared in a manner that is responsive to the users-the executive branch, the Congress, and <br />Federal/State agencies; and other organizations concerned with resolving water-related <br />problems. <br /> <br />ft. <br /> <br />General <br /> <br />The national priorities analysis consists of two phases. Phase I involves the develop- <br />men t of procedures and guidelines for conducting the national priorities analysis. During <br />Phase II, the WRC staff and the NPA Committee will use, analyze, and perhaps supplement <br />the results of the nationwide analysis and specific-problem analysis to identify and describe <br />in detail (al water-related problems, (b) geographic areas containing sufficient problems <br />and complexity to warrant the preparation of comprehensive plans or data-collection <br />activities, (c) priorities for resolving the problems and preparing the level B plans or <br />data-collection activities, and (d) conclusions and recommendations concerning the Federal <br />role in helping to resolve the high-priority problems. <br /> <br />Activities and Accomplishment Schedule <br /> <br />A total budget of $0.8 million has been established for the national priorities analysis; <br />a schedule of activities corresponding to this budget is described in detail in the following <br />paragraphs; <br /> <br />Phase I <br /> <br />I <br />.~ <br /> <br />Actil'ity One: Preimplementation. (February 1974-June 1976) During this period <br />the WRC staff with assistance from the NPA Committee and the regional sponsors will <br />prepare detailed procedures and guidelines for conducting Phase II of the national <br />priorities analysis. These guidelines will be based upon and consistent with those which <br />are developed for conducting the specific-problem analysis. <br /> <br />~ <br /> <br />Phase II <br /> <br />Activity One: Evaluation of Specific-Problem Analysis and Nationwide Analysis <br />Results.
