Prior to screening, the results of the problem-
identification activity will be verified and consolidated with the results of the nationwide
analysis. The regional sponsor will document differences, if any, between the projections
and underlying assumptions developed in the nationwide analysis for its region and those
used to establish the State-regional objectives and desires. As appropriate, WRC will
technically modify the nationwide assumptions prior to proceeding with Activity Three.

,~~

Preimplementation tasks include the establishment of criteria for and the selection
of the multidisciplinary team, the development of guidelines for defining State-regional
objectives and desires, and the process for screening the identified problems.

"

Activity Three: Development of Information Describing Selected Problems (October
1975-March 1976) This activity provides for development of detailed information for the
problems selected in Activity Two. This information will quantify the problems and will
describe, consistent with the WRC "Principles and Standards," the economic, environ-
mental, and social effects associated with selected problems for the years 1975. 1985, and
2000. Effects will be described for the State-regional and the modified nationwide sets
of assumptions. Problems and their associated effects will be described for the geographic
area over which the problem exists, and problems which extend beyond the boundaries of
an ASA will be described relative to each ASA affected as well as to the total area.

Preimplementation tasks include the selection of the specific components referred to
in the "Principles and Standards" which will be used to describe problems, and the devel-
opment of guidelines to effect a nationally consistent fomlat for documenting the infonna-
lion.

Activity Four: Selectioll of State-Regional Priorities. Conclusions, and Recommcnda-
tions, and Preparation of the State-Rcgional Report. (April 1976-June 1976) This activity
provides for the regional sponsor, using a multidisciplinary team, to establish the State-
regional priorities for resolving problems and preparing level B plans, to develop
recommendations and conclusions, and to prepare the State-regional ass.ssment report.
The priorities will be based upon the objectives and desires identified in Activity Two and
will be classified as either immediate or future problems as previously defined. The report
will be a concise statement of the results of State-regional involvement in the national
assessment, and will stress conclusions and recommendations, including priorities and
supporting narrative.

~.

Preimplementation tasks involve the design of procedures for establishing State-
regional priorities and the preparation of an outline and appropriate guidelines for pre-
paring the regional report.

,),

Phase III

Activity One: Rcview of Draft National Report.
