<br />The regional sponsor, with guidance from the WRC and assistance from Federal and <br />State agencies and possibly private organizations, has primary responsibility for implement- <br />ing the specific-problem analysis. These responsibilities include coordination of the work of <br />all participants and, where appropriate, of all ongoing and future level B studies with the <br />Assessment, and the allocation of the funds provided by the WRC as delineated in the <br />individual regional work agreements. <br /> <br />Federal, State, and regional governmental agencies and the public (individuals not <br />having governmental decision making authority) will be involved. These groups will partici- <br />pate, through representatives, in those portions of the specific-problem analysis which <br />identify problems, select State-regional objectives and desires, and screen problems and <br />establish regional priorities, conclusions. and recommendations. <br /> <br />.~ <br /> <br />Activities and Accomplishment Schedule <br /> <br />.",,' <br /> <br />A total budget of $3.4 million has been established for the specific-problem analysis; <br />a schedule of agency activities corresponding to this budget is described in detail in the <br />following paragraphs: <br /> <br />Pha,e I <br /> <br />Activitv Olle: Preimplemel11alion. (February 1974-January 1975) From Febmary <br />1974 through October] 974, the WRC staff, with assistance from the NPA Committee and <br />regional sponsors, will prepare detailed procedures and guidelines for conducting the <br />specific-problem analysis. These procedures and guidelines will be designed such that each <br />regional work agreement can be tailored both to meet the specific requirements of each <br />region and to display (he results in a manner that is both nationally consistent and in <br />confomlance with the WRC "Principles and Standards." Subsequently, each regional <br />sponsor will prepare a regional work agreement which will be executed with the WRC, prior <br />to implementing Phase II in Febmary 1975. Specific preimplementation tasks are identified <br />in the description of Phase II. <br /> <br />Phase II <br /> <br />ACliFity One: Problem Idel/tificalion. (February 1975-June 1975) The problem- <br />identification activity will develop a list, including brief descriptions, of existing and future <br />problems as perceived by representatives of diverse interests within the region. The <br />problems will be identified within a nationally consistent framework including the docu- <br />mentation of basic assumptions. A report of the results of Phases I and II of the nation- <br />wide analysis will be available for use in this activity. <br /> <br />j <br /> <br />Preimplementation tasks involve the preparation of the detailed methodology for <br />developing the list oi problems; and the preparation of the list of representatives, who <br />will be involved with the identification of problems and subsequent assessment activities. <br /> <br />AClivily Two: Selecling Slale-Regiollal Objeclives and Desires, Screening Problems, <br />alld Documentillg Assumptions.
