<br />13i.1 <br /> <br />SPECIFIC-PROBLEM ANALYSIS <br /> <br />Purpose <br /> <br />The purposes of the specific-problem analysis are to articulate the State-regional' view- <br />point concerning water-related problems and to provide information in a nationally consistent <br />format and at the intra-ASA level of detail for use in the national priorities analysis. <br /> <br />Objectives <br /> <br />,( <br /> <br />.' <br /> <br />To accomplish the purposes of the specific-problem analysis, the regional sponsor will <br />identify and describe (a) water-related problems, (b) geographic areas containing sufficient <br />problems and complexity to warrant the preparation of comprehensive plans or data- <br />collection activities, (c) priorities for resolving problems and preparing level B plans or <br />data-collection activities, and (d) conclusions and recommendations concerning the Federal <br />role in helping to resolve the high-priority problems. <br /> <br />Product <br /> <br />The product of the specific-problem analysis will be a concise report, approximately <br />50-100 pages, prepared following the guidelines provided by the WRC. The report. <br />supported by technical memoranda documenting the results of each activity, will be <br />submitted to the WRC for use in the national priorities analysis, and will include: <br /> <br />. Information describing the severity of problems and groups of problems, and <br />the economic, environmental, and social effects associated with those problems. <br /> <br />. Explicitly stated water and related land requirements and underlying assumptions <br />upon which problems are based. <br /> <br />.. Detailed conclusions and recommendations concerning needed problem resolu- <br />tion activities and the Federal role the..ein. <br /> <br />Genera' <br /> <br />I. <br /> <br />The specific-problem analysis consists of three phases. Phase I involves the develop- <br />ment of procedures and guidelines for conducting the specific-problem analysis and the <br />execution of work agreements with the regional sponsors. In Phase II, the regional sponsor <br />will select the problems to be studied, develop infonnation in sufficient detail to describe <br />the problems in economic, environmental, and social terms, and reach conclusions and <br />make recommendations concerning needed problem resolution activities. Phase III pro- <br />vides for a regional review of and formal comment on the national assessment report. <br /> <br />? <br /> <br />*Throughout the specific-problem analysis, the term "St3te-regionaJ" refers to activities conducted by the regional <br />sponsor. At the discretion of each State, its opinion. when different from that of the re!!ional sponsor, may be noted <br />separately in the State-regional fe-port. <br /> <br />21 <br />
