<br />Activity Three: Preparation of Draft National Assessment Report. (January 1977- <br />March 1977) During this activity, a draft of the national assessment report will be prepared <br />by the WRC staff and the NPA Committee. It will contain the following major elements: <br /> <br />. The synthesized results of the nationwide analysis which will be made available <br />to the regional sponsors for use in the specific-problem analysis, but will be <br />updated to correct any technical inaccuracies noted by the regional sponsors. <br /> <br />. <br /> <br />The results of the specific-problem analysis which will be available to the Council <br />for use in the national priorities analysis. <br /> <br />" <br />.. <br /> <br />. <br /> <br />The results of the national priorities analysis which will be provided to the <br />regional sponsors for their comment. <br /> <br />'I <br /> <br />. Recommendations for fuhlre activities directed toward establishing a continuing <br />assessment process. <br /> <br />Subsequent to its preparation, the draft national report will be provided to the <br />regional sponsors and others for their review and evaluation. As the report is being prepared, <br />a user awareness plan will be developed by the NP A Committee with regional sponsor <br />consultation to insure that the results of the Assessment are known by potential users <br />throughout the Nation. <br /> <br />Preimplementation activities include the development of a detailed report outline and <br />assignment of responsibilities for preparation of portions thereof. <br /> <br />Actil'ity Four: Development of Council's Conclusions and Recommendations., (Janu- <br />ary 1977-March 1977) During this activity and as the draft national assessment report is <br />being written, the NP A Committee with WRC concurrence will develop four categories <br />of conclusions and recommendations for inclusion in the national assessment report: <br /> <br />. Degree of the Federal role-Indicate potential changes in the Federal role in <br />helping to resolve each of the high-priority problems, including needs for <br />implementation, planning, research, and data-collection activities. <br /> <br />. <br /> <br />Needs for planning- Recommend geographical areas where more detailed planning <br />studies should be conducted, both between 1975 and 1985 and between 1985 and <br />2000-those areas with concentrations of severe problems which are interdisci- <br />plinary in nature and so complex that more detailed planning activities are needed <br />in order to adequately delineate the alternatives and eventually resolve the problem. <br /> <br />I <br />" <br /> <br />\ <br /> <br />. Needs for research and data collection-Identify those research and data-collection <br />program modifications that are necessary to provide the information to support <br />both future planning activities and an improved continuing assessment process. <br />WRC will recommend which of these activities are most critically needed and <br />recommend that these activities receive appropriate effort and funding. <br /> <br />26 <br />
