<br />N <br />o <br />.-4 <br />M <br /> <br />-2- <br /> <br />WORK ELEMENT 111: <br /> <br />S T J <br />I L F <br /> <br />o <br /> <br />Buildings (excepting those that are functionally dependent upon water <br />or those that facilitate open space use) which are located within le- <br />vees should be relocated and future development in these locations <br />must not be allowed. <br /> <br />Progress: <br /> <br />Emphasis will be placed on relocating substantially damaged buildings <br />in Mohave County because the more serious problems are located there. <br /> <br />Both States have been directed to include a plan for each county in the <br />Section 406 Hazard Mitigation Plan to: <br /> <br />1. Apply the NFIP requirements to the areas mapped by BuRec FPls <br />but not yet mapped by FEMA; <br /> <br />2. Use the BuRec FPls as the best information available in areas <br />of approximate mapping by FEMA; <br /> <br />3. Apply the NFIP floodway standards to the BuRec floodway in <br />areas where FEMA has not yet delineated a floodway; <br /> <br />4. Apply the NFIP floodway standards to the areas within BuRec <br />levees. <br /> <br />The implementation of these plans will assure that new construction is <br />prohibited within levees. The following is the status of buildings lo- <br />cated within levees in each community: <br /> <br />Mohave County, Arizona -- There are many buildings located within levees <br />in the County; most are in the Bermuda Plantation area. Many were con- <br />structed before the County's floodplain zoning ordinance, while others, <br />according to the County, were constructed without the required permits <br />and the County has been attempting to abate them. Some are substantially <br />damaged, some have minor damage and some are not damaged at all,. <br /> <br />The State Division of Emergency Services and the County held a public <br />meeting on September 27, 1983, to provide information to the property <br />owners in Bermuda Plantation and the Topock Marsh areas. Topock Marsh <br />is not located within levees but sustained flooding up to six feet deep <br />and the homes have been inundated for three months. Relocation was dis- <br />cussed at the meeting. The majority of the Bermuda Plantation,property <br />owners do not wish to relocate and are pressuring the County to allow <br />fill within the levees to protect their structures. <br /> <br />The Topock Marsh property owners, however, are interested in relocation <br />and are exploring the possibility of using.HUD funds and Section 1362 ~o <br />
