.....

-
'-,
-
M

INTRODUCTION

c:

This Post Flood Recovery Progress Report describes the status of the
recommendations of the Interagency Flood Hazard Mitigation Report for
Arizona (FEMA-686-DR) and California (FEMA-687-DR). The Progress of
each Work Element is based on the responses from Federal, Sta,e and
'local agencies. The Work Elements are restated below and are followed by
a description of the progress made in implementing these recommendations.

Post flood recovery work carried out by the Hazard Mitigation Officer in
response to Work Element #2 includes a special mitigation project directed
toward the concessionaires located on Bureau of Land Management (BLM)
lands along 'he Parker Strip. A working group consisting of ELM, FEMA,
U.S. Army Corps of Engineers (USACE), Bureau of Reclamation (EuRec), and
Small Business Administration (SBA) performed site visits and, based on
Executive Order 11988, BLM POlicy, standards of the National Flood Insur-
ance Program and other Federal regulations, determined mandatory and rec-
ommended recovery actions for each concession.

The study of the real time monitoring system by the National weather Ser-
vice resulted in a report "Proposed Enhancements to the Colorado River
Basin Data Network," which was forwarded to the BuRec for funding consid-
eration. Future meetings are planned to discuss the proposed network.

A floodplain management workshop will be held in Parker, Arizona, on
October 13 and 14, 1983, as part of the effort, outlined in Work Element
#5, to encourage the tribes located along the Colorado River to adopt
floodplain management policies.

Lack of mapping along the Colorado River made it difficult for counties
to implement sound floodplain management practices. The Hazard Mitigation
Officer in conjunction with the NTH Division is currently compiling the
necessary documents to request that unnumbered A Zones be produced along
the Colorado River where mapping does not exist.

The following is a list of abbreviations used in this report:

Status-CST)

I-Action Incomplete
C-Action Complete

Time Frallle-(T)

S-Short Term, less than or equal to 90 days
L-Long Term, greater than 90 days

Jurisdic,ion-(J)

F-Federal
S-State
L-Local
