(2) All mobile homes shall meet the anchoring standaY'ds of Section 5.5-1. 5.1-2 Construction MateY'ials and Methods (1) All new construction and substantial impY'ovements shall be constructed with materials and utility equipment Y'esistant to flood damage. (2) All new construction and substantial impY'ovements shall be using methods and pY'actices that minimize flood damage. (3) All elements that function as a part of the structure, such as furnace, hot wateY' heater, air conditioneY', etc., shall be elevated to or above the base flood elevation OY' depth number specified on the FIRM. 5.1-3 Elevation and FloodpY'oofing (1) New construction and substantial impY'Ovement of any structure shall have the lowest habitable flooY', including basement, elevated to OY' above the base flood elevation. NonY'esidential structures may meet the standards in Section 5.1-3(3). Upon completion of the structure the elevation of the lowest habitable floor including basement shall be cer'tified by a registered pY'ofessional engineeY' or' sUY'Veyor OY' veY'ified by the local building inspectoY' that elevation Y'equiY'ements have been met. Notification of compliance shall be Y'ecoY'ckd as set fOY'th in Section 4.3-3(1).
