<br />C\I . <br />.-l <br />- <br />c:;, <br />C <br /> <br />( <br /> <br />l <br /> <br />NATIONAL FLOOD INSURANCE PROGRAM <br />DEVEIDPMENT STANDARDS <br /> <br />5.1 <br /> <br />STANDARDS OF CONSTRUCTION <br /> <br />"In aU areas of special flood hazaY'ds, the foUowing standaY'ds aY'e <br />Y'equiY'ed: <br /> <br />5.1-1 AnchoY'ing <br /> <br />(1) All new construction and substantial improvements shall be <br />anchoY'ed to pY'event flotation, collapse OY' lateral movement of <br />the stY'twtuY'e. <br /> <br />(2) All mobile homes shall meet the anchoring standaY'ds of Section <br />5.5-1. <br /> <br />5.1-2 Construction MateY'ials and Methods <br /> <br />(1) All new construction and substantial impY'ovements shall be <br />constructed with materials and utility equipment Y'esistant to <br />flood damage. <br /> <br />(2) All new construction and substantial impY'ovements shall be <br />using methods and pY'actices that minimize flood damage. <br /> <br />(3) All elements that function as a part of the structure, such as <br />furnace, hot wateY' heater, air conditioneY', etc., shall be <br />elevated to or above the base flood elevation OY' depth number <br />specified on the FIRM. <br /> <br />5.1-3 Elevation and FloodpY'oofing <br /> <br />(1) New construction and substantial impY'Ovement of any structure <br />shall have the lowest habitable flooY', including basement, <br />elevated to OY' above the base flood elevation. NonY'esidential <br />structures may meet the standards in Section 5.1-3(3). Upon <br />completion of the structure the elevation of the lowest habitable <br />floor including basement shall be cer'tified by a registered <br />pY'ofessional engineeY' or' sUY'Veyor OY' veY'ified by the local <br />building inspectoY' that elevation Y'equiY'ements have been met. <br />Notification of compliance shall be Y'ecoY'ckd as set fOY'th in <br />Section 4.3-3(1). <br /> <br />(2) New construction and substantial impr'ovement of any stJ'uctuY'e in <br />Zone AO shaU have the lowest flooY', including basement, elevated <br />to or' above the depth number specified on the FIRM.
