Marketin~ Area

The Cooperative supports the marketing area described in
CRSP general power marketing criteria, dated February 9, 1978.
We believe that this marketing area should be retained as is,

2. Renewal of Existin~ CRSP Allocations

The Cooperative believes that the allocations to the ~orthern
and Southern Basins should r~in the same as was originally
intended in 1962. Included in the announced 1962 CRSP Mar-
keting Criteria, dated March 9, 1962, is a statement that
"the Southern Division is pe1"Jll&nently allocated 7% of the
system's winter capability and 20% of the summer capability."

The Cooperative also believes that allocation of CSRP power and
energy for the post-1989 period should be to the existing cus-
tomers on same basis as originally agreed to by the U. S. Bureau
of Reclamation. These past actions have caused the Cooperative
to expect that new future contracts will be executed on the
basis of these allocations.

3. Contract Term

The Cooperative believes that the contract term for post-1989
contracts should be at least 20 years. If projec~ed hydro-
logical conditions change after the initial la-year period,
contracts could be reopened for the purpose of readjusting all
allocations of power. A provision could be included in the
contracts for this purp~se.

2

-._..............._............,A,Il......_._....,..._.__......._. ......_,_._ ~ __u#.._~...~..~. b. .
orlzono electric ~i"W"" ,..""..........._~l.._ .--
