~r. Al Gabiola, Area Manager

Page Three

resources and the replacement thereof. A 20 year
contract with provisions for reconsideration after
10 years based on hydrologic conditions would be fair
both to the United States and to the customers.

8, CRSP Capacity Value

The Town of Wickenburg believes that CRSP capacity
should be sold on the basis of 75% exceedance values
with an option to customers for the purchase of additional
capacity above adverse river conditions, and/or contingent
capacity based at a rate reflecting the contingency of
that capacity. In the alternative, Western should firm
up the contingent capacity for its customers.

9. Federal Project Loads

In the absence of the development of federal
project loads, the power and energy should be marketed
to existing and qualified new CRSP customers like
Wickenburg on a recapturable basis with a provision for
five (5) or mare years notice. This allows the classi-
fication of the marketing of the capacity as a firm basis
without denying federal project use loads the right to
recapture as required.

10. CRSP Reserved Criteria

The Town of Wickenburg believes that 10% of loads
is an adequate reserve criteria and supports the current
CRSP reserve criteria level of 10%.

11. Navajo Indian Irrigation Project

The Town of Wickenburg opposes the inclusion of
the Navajo Irrigation Project as a federal load since
~t knows of no other Indian irrigation project which
is accorded this classification or status.

TOWN OF WICKENBURG

co: Counsel

BY~/~

ItS~r./ .

67
