Dear Mr. Gabiola:

Wickenb~rg, Arizona owns its own municipal
electric system, and is a municipal preference
customer (and has been such a customer for over a
quarter of a century) ias defined by the 1939
Reclamation Act, and ~cts amendatory thereof, and
supplementary thereto.' Wickenburg requests the
allocation to it of po~er and energy from the
Colorado River Storage! Project in the amount of
4 megawatts to partialQy meet its capacity and
energy requirements in 1989.

The Town presentl~ is not an allotee of any
federal energy, nor is; it a customer of the Arizona
Power Authority (APA).! The Town, however, is qua-
lified for and entitled to an allocation from the
. !
Colorado R~ver Storage! Project,.

An allocation of this small amount of power
and energy to Wickenburg, which is currently trying
to meet all its needs through a contractual relation-
ship with Arizona Public Service will help conserve
the use of scarce fuel (including those of Arizona
Public Service) and wi+l be consistent with national
energy goals. The Tow* is ready, able and willing to
