CRSP Load Factor <br /> <br />The Town of Wickenburg believes that Western <br />should recognize that some customers like itself, may <br />require higher load factors for certain conditions <br />and situations and Western should seek to accommodate <br />those entities, CRSP power should be marketed at not <br />less than a seasonal load factor of 58.2% and Western <br />should give an option for delivery up to 70% load <br />factor of energy after a suitable evaluation, <br /> <br />4. Service Seasons <br /> <br />The Town of Wickenburg does not favor a change in <br />service seasons, It would cause a reduction in the <br />amount of power and ener~y available to customers, <br />Town of Wickenburg does not support a flexible approach <br />by Western to meet the i~dividual needs of customers <br />when hydrological and electrical system circumstances <br />permit, <br /> <br />,..... <br /> <br />5. Minimum Scheduling <br /> <br />Minimum schedules a~e appropriate in the post 1989 <br />cirteria as a continua.tiqn of existing criteria., . <br />Nevertheless, minimum ra~es of delivery should not be <br />required in the absence qf physical limitations on the <br />CRSP systems. Wickenburg hopes Western will continue <br />to cooperate with customers where conditions permit. <br /> <br />a. Operating Criterta at Glen Canyon Dam <br /> <br />The Town of Wickenbu~g is strongly supportive of <br />the continua.tion of the e~isting operating criteria at <br />Glen Canyon Dam and oppos~s any manipulation of river <br />flows which would reduce and lessen the current generating <br />characteristics of Glen. ' <br /> <br />7. Contract Term <br /> <br />The Town of Wickenburg which needs a long term <br />resource for financ~al viability cannot support too <br />strongly its pvsition that a resource of less tha.n 20 <br />years represents a materi~l and significant change in <br />the embedded cost of CRSP I customers. A contract of <br />less than 2~ years change~ the na.ture of the resource <br />from a long term resource]to a short term resource and <br />denies many preference customers an adequate and fair <br />opportunity to plan their systems around dependable <br /> <br />;66 <br />
