Mr. Al Gabiola. Area Manager
August 5. 1982
Page 2

5. Contract Term: As we have commented before. the contract
term for the post-1989 contracts should be for a period of at
least twenty years. If necessary, contracts could be
reopened for proportional adjustments of capacity and energy,
if hydrologic conditions require, after a period of ten
years.

6. Project Use Loads: Salt River Project recommends that
Federal Project Use Loads which are not initially required at
the beginning of the contract term be marketed to CRSP
existing customers in proportion to their current contract
amount with a five-year recapture provision.

The Colorado River Energy Distributors Association, in its
comments to you on the Salt Lake City Area Marketing Plan,
questions the inclusion of Navajo Indian Irrigation Project
load as a Federal Project Use Load. We concur with the
Colorado River Energy Distributors Association's position on
this matter and urge that this load not be included with
other Federal Project Use Loads.

7. Inte~ration of Resources: Salt River Project sees no
advantage to it as a CRSP customer in integration of Salt
Lake City Area resources. If there are benefits, we would be
willing to reconsider'; however, at this time. we oppose the
integration of Salt Lake City Area loads from a rate-making
basis.

We appreciate the opportunity to comment on your proposed Salt
Lake City Area Marketing Plan. If you have any questions, please
contact me on (602) 273-5812.

Very truly yours,

Ji'S:afp

-4r~

ohn F.
