Salt River Projeot serv,s nearly 350,000 oustomers in
the oentral part of the State of ~rizona and is a preferenoe
oustomer of Western's. We have r$viewed the proposed Salt Lake
City Area Consolidated Power Mark~ting Plan whioh was presented
at a Publio Information Forum on June 10, 1982, and have the
following oomments to offer:

1.

Renewal of EXisting CRSP Allooations: In its announoement of
tne 1902 CHSP marketlng orltel1u dated Maroh 9, 1962, the
United States Bureau of Reolamation stated that "the Southern
Division is permanently allot~ed approximately 7~ of the
system's winter oapability an~ 20~ of the summer oapability".
It is olear that the intent ot the United States was to
permanently allot a portion of CRSP oapaoity .and energy to
the Southern Basin of the Colorado River as well as the
Northern Basin. Therefore, the Northern Basin/Southern Basin
allooations should be retained.. as originally intended in
1962. We support reallooation' of KW's and KWH's to existing
oustomers on the same basis asj originally agreed and
oontraoted for by the United States Bureau of Reolamation.
I
I
Marketing Area: Salt River Pr~jeot supports .the retention of
tne ourrent CBSP marketing area. CRS? power has
traditionally been marketed inl both the upper and lower
basins of the Colorado River and should oontinue to be
marketed in thjs area.

2.

3.

CRSP Load Faotor: To make thejpost-1989 CRSP resouroe
et"t"eot1Ve, the ourrent load faetor of 58. 2~ should be
,
retained. . I
,

4.

CRSP Capaoity Value: Salt Riv,r Projeot reoommends that CRSP
oapaolty be marketed on the basis of 75~ exoeedanoe values.
We support the options presented by the Colorado River Energy
Distributors Assooiation as presented in its oomments to you
on this Subjeot.

50
