A1 Gabio1a

-2-

August 4, 1982

Regarding energy, we believe that the maximum amount
of energy should be supplied to Western's customers under
their expected contract rates of delivery. Accordingly, as
an option, we would support a delivery load factor of 70%
instead of 58.2%, recognizing that any incremental cost in
supplying additional energy incurted by Western would have
to be passed on to its customers.

We recognize there are many options and courses of
action that could be followed in marketing the resources
from the Project. The Navajo Tribal Utility Authority hopes
to work with you in establiShing meaningful and optimal
options for marketing such power, including necessary con-
tractual arrangements.

Very truly yours,
. --~

/,.:;.,.((',.'--".......I,J ~t~
Malcolm P.
