Box 11606
Salt Lake City, Utah 84147

Re: Post-1989 CRSP Marketing Criteria

'~, T

Dear Mr. Gabiola:

Ocotillo Water Conservation District is a relatively
small district without generation facilities located in
Maricopa County, Arizona. As such, we are heavily dependent
upon our CRSP contract in order to maintain an adequate
power and energy supply for groundwater pumping for agri-
culture. If we were to lose this contract, it would have
a serious adverse economic effect on our District. We are
a member of the Irrigation and Electrical Districts
Association and the Colorado River Energy Distributors
Association. We support the comments they have submitted
on these Criteria. We are also especially interested in the
possibility of obtaining power at a higher load factor and
working with Western to acquire additional capacity when such
may be necessary in order to market sufficient capacity to
renew our contract and those of our neighbors and other CRSP
contractors. We look forward to hearing from you again on
the possible contract options that may be offered and other
key elements of the proposed Cri~eria.

Thank you for the opportunity to comment on this
proposal.

Sincerely,
,

[ ! j/
{'""" #.i.- ~_.._.. r:-'::'-/ ......... ,."
j Jackson ~,bg Ie
, President

41
