As you are aware, NTUA cur- <br />rently has an allocation of CRSP power, which is the backbone <br />of its resources to supply the lowest cost possible power <br />and energy to the Navajo Nation. <br /> <br />The comments submitted by the Colorado River Energy <br />Distributors Association have been reviewed by us in detail. <br />With the exception of the comments dealing with the Navajo <br />Indian Irrigation project load1 we are in accord with these <br />comments. We believe strongly that the Navajo Indian Irri- <br />gation Project load is a Federal Project use, and as such <br />should be accorded treatment comparable to other such loads. <br /> <br />NT~A is interested in emphasizing, however, that the <br />power resources ~vailable for market be optmized to the fullest <br />extent p~ssible. This can be done by marketing capacity <br />from the Colorado River Storage and associated projects on <br />the basis of 75% exceedance values rather than on adverse <br />water year conditions (approximatley 200 MW additional). <br />We also believe it is desirable that Western firm up such <br />contingency capacity, passing on to its customers any incre- <br />mental costs incurred in achieving such firming or, as an <br />option, allow customers to purchase additional capacity above <br />adverse water conditions on a contingent capacity basis, <br />reflecting the contingency of that capacity. <br /> <br />39 <br /> <br />Hol'I'Ieottte.: <br />P,O.
