<br />in Chapter I, the study report will address the transmission system <br /> <br />necessary to util ize t'le pumped storage project; however. the Western Area <br /> <br />Power Administration will be respons ib Ie for the transmiss ion svstem <br /> <br />study, including alternative corridors. It is anticipated Hestern will <br /> <br />est {mate a new transmission system for. the entire region plus the specific <br /> <br />system needed to transmit the Dunham Point power to that network. <br /> <br />Past experience with pumped .storage projects 'las shown t'lat the <br /> <br />geology of the site is critical. <br /> <br />To assure that there are viable <br /> <br />alternatives. a geologic investigation pro~ram is scl1eduJed in the plan <br /> <br />formulation stage. <br /> <br />TI1e alternative plans for t'le proposed pOl<er plant s"ooule! be chosen in <br /> <br />order to assess ~he sensitivity of var.i.ous sizes to evaluation factors. <br /> <br />TI1e alternative plans must meet tJ,e four tests (as rlescrihed below) set <br /> <br />fort'l in tJ,e Principals and Standards fOT Multiple Objective Planning of <br /> <br />Water Resources to become candidate plans for possible selection. The <br /> <br />four tests are: <br /> <br />1. Complete In tJ,at provision is made for all necessary investments <br /> <br />or actions needed to assure fun TeaHzation of the p'.ans. <br /> <br />2. Effective in accompl_ishing tJ,e ohjectives. <br /> <br />3. ~fficient in acJ,ieving a given level of performance at the least <br /> <br />cos t. <br /> <br />4. Acceptable to the pub1.ic and compatible with institutional <br /> <br />restraints. <br /> <br />Selection of Preferred Plan <br /> <br />Once the candidate plans are identified. the planning team. "ith <br /> <br />assistance from the sub teams , will arraY a four account evaluation of the <br /> <br />sizes and recomroend a plan or plans to he investigated at tJ,e feasil,ility <br /> <br />'evel.
