<br />CHAPTER IV <br />PLAN FORMULATION PROCESS <br /> <br />The plan fo~mulation p~ocess includes those activities related to <br /> <br /> <br />identi.fication of problems and needs, the identi.fication and evaluation of <br /> <br /> <br />alternative plans, the selection of a preferred size and layouts, and com- <br /> <br />parison <br /> <br />of <br /> <br />the <br /> <br />preferred alternatives to a future <br /> <br />.dtltout-plan <br /> <br />alternative. <br /> <br />Identification of Problems and Needs <br />The identification of problems and needs sta~e of the study would <br />determine: 1) if there are existing needs in the project area that should <br /> <br />be considered, and <br /> <br />implementation of the <br /> <br />2) what potential <br /> <br />proposed project. <br /> <br />problems would <br /> <br />arise <br /> <br />from <br /> <br />This stage requires the involve- <br /> <br />ment of all the teams witlt Water and Power Itaving overall responsibility <br /> <br />for comprehensiveness. <br /> <br />The initial t1lt"ust of the teams would be to determine and list the <br /> <br />problems and needs so that specific studies to address significant prob- <br /> <br />lems and needs can be initiated. The problems and needs evaluation would <br /> <br />provide the basis for scoping of project impacts. <br /> <br />Development of Alternative Plans <br /> <br />Alternative plans for a Dunham Point Unit are very limited. <br /> <br />Any al- <br /> <br />ternative would have to utUize McPhee Reservoir and the forebay ~eservoir <br /> <br />site on Dunham Point because no otlter forebay sites exist that are close <br /> <br />to McPhee Reservoir and have enough elevation difference. The alternative <br /> <br />plans would be restricted to sizes of the pumped storage project from no <br /> <br />project to some maximum size: also, there are alternative met~ods of <br /> <br />installing the penstock between the two reservoirs.
