<br />The four account evaluation svstem is a method specified hv Principles <br /> <br />and Standards for evaluating alternatives in the selection of a pTeferred <br /> <br />pl.an. <br /> <br />The system is a tool used to evaluate the extent to which plans <br /> <br />contribute eitheT in a heneficial OT adveTse way. Benefi ts and costs are <br /> <br />evaluated either in monetaTY or non-monetarv terms in each of the four <br /> <br />accounts as indicaten below which make it possible to compare trade-offs <br /> <br />amon~ alternatives. <br /> <br />1. National economic development (NED) account - In monetary terms. <br /> <br />2. Envi-ronmental qual.{ty (EO' account - In non-monetary terms. <br /> <br />3. Regional economic development (RED) account - In both monetary <br /> <br />and non-monetary terms. <br /> <br />4. <br /> <br />Other <br /> <br />Sod a) <br /> <br />Effects <br /> <br />(OSE) <br /> <br />account <br /> <br />In <br /> <br />predominantly <br /> <br />non-monetarv terms. <br /> <br />If the puhlic involvement progTam reveals there is publ ic conflict I,e- <br /> <br />tween two or more plans. or if no plan is clearly fa"o-red Qve-r. otlter via- <br /> <br />ble plans. two or more plans may need to I,e examined at the feasihilitv <br /> <br />level. If this is the case. only those elements of alternative plans <br /> <br />which are critical to the decision should be investigated at the feasil,i- <br /> <br />lity level. Following this, another four account evaluation wi 11 need to <br /> <br />be conducted on those pl.ans to select tlle prefe"red plane s). <br /> <br />The final decision on a preferred plan will he made as described in <br /> <br />C'lapter IV. At the conclusion of the plan selection pllase a planninl'; <br /> <br />conference will be held to review the plan formulation and selection <br /> <br />proce ss . <br /> <br />This planninl'; conference will involve E&R Center.
