<br />o <br />) <br />N <br />~ <br />N <br />-.J <br /> <br />accordance with law, the Division Engineer referred the report for, <br />review to the Board of Engineers for Rivers and Harbors in Washington, <br />D.C. <br /> <br />Subsequent to submission of the report to the Board, the prescribed <br />interest rate for projects of this type was changed from 3-1/4 percent <br />to 4-5/8 percent. This has necessitated a reanalysis of the feasibility <br />and formulation of the plan of improvement outlined above and in the <br />Notice of Report. In addition to this reanalysis, the reporting of- <br />ficers are presently making supplemental studies to determine the <br />feasibility of providing a higher degree of protection to the urban <br />area of Pueblo by reservoirs in the Fountain Creek watershed, as recom- <br />mended by the Division Engineer in the Notice of Report, in order to <br />present a definite pian of improvement to Congress. The results of <br />these studies will be incorporated in the recommendations of the Divi- <br />sion Engineer, and he will issue a revised Notice of Report. <br /> <br />Studies of the effects of the application of the new interest rate <br />on the recommended projects are underway by the Albuquerque District, <br />and preliminary findings indicate that a number of the projects pre- <br />viously recommended will not be economically justified. Further <br />information regarding the results of these studies will be fUl~ished <br />to all interested parties in the near future. <br /> <br />Supplemental studies of the Fountain Creek flood problem are under- <br />way to determine whether a higher degree of flood protection for the <br />city of Pueblo would be justifiable. Alternative plans being con- ' <br />sidered include a concrete-lined channel with a capacity of 125,000 <br />cubic feet per second for protection against a flood with a frequency <br />of occurrence of once in 100 years, and a multiple-purpose reservoir <br />project on Fountain Creek located about two miles north of the Pueblo <br />ci ty limits 0 <br /> <br />Although the channel improvement project appears to be feasible, <br />the reservoir project would provide a higher degree of flood control <br />and, in addition, it would provide a permanent pool for recX'eation, <br />fish and wildlife enhancement. Also, the State of Colorado has ex- <br />pressed an interes;: in the establishment and maintenance of a permanent <br />pool of 20,000 acre-feet under provisions of Federal Water Projects <br />Recreation Act (Public Law 89-72). Under provisions of this Act, non- <br />Federal public bOdies would be required to administer proj ect land and <br />water areas for,recreation and fish and wildlife enhancement purposes <br />and operate, maintain, and replace facilities provided for those <br />purposes. In addition, local interests would bear not less than one- <br />half the separable cos'i:s allocated to :recreation, fish and wildlife. <br /> <br />The dam under study consists of an earthfill structure approximately <br />12,000 feet long with a crest width of 20 feet, rising 172 feet above <br />the streambed. The dam would create a reservoir about 5 miles long. <br />The total storage capacity of the reservoir at spillway crest would be <br /> <br />3 <br /> <br /> <br />,,~ <br />,~ ' <br /> <br /> <br />
