For many years people have agreed that
the Central Arizona Project (CAP) and
its water was vital to Thcson, but a major
concern was the potential cost of creating
the Project. Because of that concern, all
the agencies involved developed special
strategies to manage the costs of the CAP
and the repayments to the federal govern-
ment over a period of time.
The estimated cost of the entire Central
Arizona Project when all the components
are completed will be $3.44 billion, with
non-federal entities contributing an addi.
tional $3897 million for portions of the
project. About 70 percent of all federal
expenditures will be repaid through reve-
nues from the sale of water and power
and from an ad valorem tax to repay the
reimbursable federal costs.
