SYNOPSIS

the diversion intakes of the two reservoir feeder canals and d:Lversions
into these canals would not be permitted to deplete the flows of Blacks
Fork and West Fork of Smiths Fork below 10 second-feet an.d 3~second-..-
feet , respectively.

The Lyman project plan discussed herein was selected as the most
desirable means for developing the area after oareful consideration of
several alternative plans. A plan for developing Blacks Fork Basin in
conjunction with the adjoining Henrys Fork Basin wasrejeoted for the
present beoause of oppos'ition on the part of looal landowners. . If the
plan for joint development should be adopted at a later date, however,
the Lyman projeot would operate in conjunction with it. and would be a
oonvenient first step in its development. .

Water Resources

Development of the project would depend on a much higher degree of
irrigation effioiency than is presently obtained. in the area. The
present praotioeOf exoessively irrigating oertain areas with spring
flood flows would have to be. discontinued in order that the available
stream flow oould be regulated and more beneficially used over the entire
projeot area thrQughout the:growing season. The improved irrigation
practioes, along with improved dra:Lnage, would prevent waste waters
