After introductions a general discussion of the Arkansas River Needs Assessment was held. <br />The Preliminary Findings were issued April 1999. The current projected date for the release <br />of the final report is in the first quarter of calendar year 2000. Roy Smith stated that he did <br />not think that any information in the final report would conflict with the Preliminary <br />Findings. A general discussion of water activities within the Arkansas Basin followed. A <br />question was raised as to the connection between the Pueblo Board of Waterworks proposed <br />Tennessee Creek Reservoir and the alternati ves being considered as a part of this study. Tom <br />Simpson answered that these were separate studies at this time and any interconnection issues <br />would need to be addressed by Pueblo. A presentation of the background to the Technical and <br />Environmental Studies was then presented. USEPA questioned the status of Aurora in the <br />planning studies. <br />2. A discussion of the individual projects then took place including: <br />. Lake Meredith Enlargement- Questions were raised regarding the BLM land. BLM <br />suggested that land exchanges are a good way for BLM to obtain preferable land parcels <br />and that no outstanding issues existed to prevent this at Lake Meredith. <br />. Turquoise Enlargement- Issues were raised regarding the impact of operational changes <br />to flows at the Malta and Wellesville stream gages. <br />. Fry-Ark Reoperation- Operational impacts throughout the basin would need to be <br />addressed. BLM was especially concerned as to the impact of future exchanges to side <br />tributaries of the Arkansas River on inflows such as Texas Creek, Grape Creek, or <br />Beaver Creek. Tom Simpson noted that SECWCD waters might only be used within <br />District boundaries. The BLM also stated that a water conservation scenario might also <br />be required. <br />
