For example, boat ramps have problems with
sand deposition after periods of rapid lake drawdown. Project definition will have to specify
changes in reservoir levels and streamflows throughout the system to allow particular impacts to
be identi fied.

USFS would be concerned if more transmountain deliveries are made to Lake Creek, which has
experienced severe erosion problems.

Pueblo Reservoir Enlargement. USFS has nothing that would be affected by this altemative.

Gravel Lakes Storage. USFS has nothing that would be affected by this alternative.

Williams Creek Reservoir. USFS has nothing that would be affected by this alternative.

Permittinl! and Rel!Ulatorv Issues

The group discussed permitting and regulatory issues. The dams and related facilities at
Turquoise Reservoir and Twin Lakes are on USBR land. However, increasing the storage pool
level at Turquoise Reservoir would require acquiring an easement on USFS land.

Ken Marler handed out descriptions of the USFS screening process for approving Special Use
Permit requests and reviewing NEP A documents, and other information related to USFS policies.

USFS has a Forest Land and Resource Management Plan (FLRMP) for each District. The current
document (a very large document) is on file in all District offices and in the Lakewood office. Joe
Hill, USFS Pueblo District Office (719-545-8737) can provide a copy. Vic Eklund at CSU
probably has a copy also.

If West Slope diversions are an issue, a different USFS District will be involved.

Lead Ae:encv

USBR has been tentatively identified as the Lead Agency for future NEPA activities.

Contacts

Linda Fox will be the main USFS contact. USFS requested 3-4 copies of documents submitted
for their information or review, so Linda can distribute them to the right people.

USFS staff were invited to the October 8 meeting of the Storage Study Committee (SECWCD
office) for a presentation of the engineering feasibility report of storage alternatives.

3 of 3
