CD
In
L",
~

CHAPTER VI

SMALL DEVELOPMENT

Fish and Wildlife

Reserves for fish conservation would be provided in the potential
Cement Creek and Elko Reservoirs, each of which would have an inactive
storage capacity of 2,000 acre-feet, Also streamflow conditions for fish
would be improved in several stream segments, including Cement Creek below
the Cement Creek Dam, East River below the mouth of Cement Creek, T~lor
River below T~lor Park Dam, the Gunnison River, and Tomichi Creek below
Elko Reservoir, The improvements in streamflows in these segments would be
essentially the same with the small development as with the comprehensive
development previously discussed,

With the small development irrigation would be provided for only
small areas of full service land that are impo~tant for winter range,
Thus the loss of winter range for deer and elk would be expected to be
negligible,

Fishery benefits for the small development have been estimated at
$129,000 annually, These estimates were made by the Bureau of Reclama-
tion on the basis of data supplied by the Bureau of Sport Fisheries ana
Wildlife for the comprehensive development,

Recreation

Recreational developments would be provided at the new project res-
ervoirs and at the existing T~lor Park Reservoir, Lands would be ac-
quired as necessary for recreation in the reservoir areas and specific
facilities would be provided for boating, camping, and p~cnicking, The
recreational development would be coordinated with the Forest Service
program as T~lor Park Reservoir is on forest land and Elko and Cement
Creek Reservoirs are on private lands within National forest boundaries.

Recreational benefits for the small development have been tentative-
ly estimated by the Bureau of Reclamation at an average of $56,200 an-
n ually .

Stream Depletion and Replacement Storage

The small development would deplete the flow of the Gunnison and
Colorado Rivers by an average of 14,600 acre-feet annually,

The replacement of Uncompahgre project water used by the small de-
velopment would require use of 2,600 acre-feet of acti ve reservoir capac-
ity at the Curecanti unit.

46
