Other concerns <br /> <br />From 208 plan information gathered to date, it is quite possible that pro- <br /> <br />gram overlap in the area of water quality I1IOnitoring may surface in the near <br /> <br />future. Many of the areawide 208 plans have recommended consol idation and co- <br /> <br />ordination of water quality monitoring programs currently being conducted by <br /> <br />the USGS, EPA, WQCD, local health departments, sanitation districts and many <br /> <br />other public and private entities throughout the state. Several regions have <br /> <br />Indicated a desire to assume a portion of the monitoring responsibility currently <br /> <br />held by the Water Qual ity Control Division. While certain special studies <br /> <br />(particularly In the urban runoff category) may be delegated to localities or <br /> <br />regions, It is 1 ikely that overall water qual ity monitoring responsibil ities <br /> <br />will remain with the Water Qual ity Control Division. <br /> <br />Certain regions have also requested funding to assume or share in Water <br /> <br />Qual ity Control Division responsibilities in the area of facil ity plans review, <br /> <br />small community treatment needs, etc. It is unlikely that the statutory ac- <br /> <br />tivlties of the Water Quality Control Division will be delegated to other agencies, <br /> <br />but input from the local level will be necessary to produce decisions which are <br /> <br />compatible with both State and local goals. <br /> <br />C. Water Supply Program Overlaps and Gaps <br /> <br />Bacteriological samples are required to be tested by a certified laboratory <br /> <br />within 30 hours after the sample Is collected.
