Division and should continue to remain in that agency. <br />CJl <br />~.1 <br />~) The Forest Service (USDA) and the staff of the Mined Land Reclamation Board <br /> <br />and Region 12 are cooperating with the Water Quality Control Division in a pilot <br /> <br />project to restore water qual ity to Peru Creek in Summit County. If this pilot <br /> <br />project is successful in obtaining funds through the Forest Service and if the <br /> <br />restoration program is successful, other stream segments will be reclaimed <br /> <br />through a similar cooperative effort. The Mined l.and Reclamation Board would <br /> <br />have a lead role In future cooperative efforts through their access to Federal <br /> <br />funds under the Federal Surface Mining Act. <br /> <br />3. <br /> <br />Urban Runoff <br />. <br /> <br />Planning and implementation of solutions to urban runoff pollution problems <br /> <br />are most effectively carried out at the regional and local level. The State <br /> <br />role is expected to be one of overview and technical assistance as available to <br /> <br />regional and local governments. <br /> <br />4. Quality/Quantity <br /> <br />Some overlap is apparent between Region 12 and the Department of Natural <br /> <br />Resources with respect to identifying minimum streamflow requirements. Tradi" <br /> <br />tionally and statutorily, streamflow and diversion matters have been a State <br /> <br />concern exclusively. In the future, it appears that State laws, regulations, <br /> <br />and pol icies will have to become more responsive to regional concerns over <br /> <br />quality/quantity relationships if total water qual ity management is to be <br /> <br />eventually real ized.
