<br />,.... <br />CJ1 <br />.J <br />Uf <br /> <br />certified laboratories in the State, there are still remote areas which have <br /> <br />problems in meeting this time limit due to slow mail service. It is impractical <br /> <br />for these small systems to drive 100-300 miles round trip several times each <br /> <br />month to del iver their samples to a certified laboratory. <br /> <br />Due to unforeseen delays by both the State and EPA, the State was not <br /> <br />given primacy in the drinking water program until May 1978. This delayed the <br /> <br />State in receiving authorization for additional personnel. Addit.lonal personnel <br /> <br />were on the job in October - November 1978 and are undergoing training to become <br /> <br />fully effective. This has resulted in a backlog of work and has delayed notices <br /> <br />of failure to meet MCL's and failure to submit results within the required time <br /> <br />frames. We plan to el iminate the back-log and maintain the required schedules <br /> <br />of man itor ing and enforcement by Apr ill, 1979. <br /> <br />A part of the reporting problem has been caused by the delays in getting <br /> <br />the MSIS system into operation by EPA and the State. We met the schedule for <br /> <br />ch, :dcal testing all surface water systems in 1978 and plan to meet the schedule <br /> <br />for testing all ground water systems by June 1979. <br /> <br />The operator training program will be expanded in 1979 by the hiring of <br /> <br />one additional instructor. Field inspections will be increased by the hiring <br /> <br />of an additional district engineer. <br /> <br />D. Groundwater Program Overlaps and Gaps <br /> <br />The Division will initiate a ground water program this fiscal year by <br /> <br />employing two full time water resource special ists. These persons are presently <br /> <br />on staff and working full time at the project. <br /> <br />Program responsibil ities by the Commission will be .to adopt comprehensive <br /> <br />rules to protect ground waters.
