<br />..... <br />c.n <br />"l <br />o <br /> <br />and enforcement compliance monitoring of wastewater treatment facll itles; <br /> <br />Expanding the State's certification program to include certification <br /> <br />of municipal and private laboratories to handle wastewater samples <br /> <br />from municipalities, commercial establ ishments and Industry; <br /> <br />Evaluating the need for a State branch laboratory in southeast Colorado. <br /> <br />b) There is a need for short term and ongoing training programs for Oivi- <br /> <br />slon personnel working In management, 201, and 402. <br /> <br />c) New 201 regulations and industrial pretreatment regulations will re- <br /> <br />quire more effort to be spent on pretreatment during the development of 201 <br /> <br />facility plans. At this time we have received an opinion from the Attorney <br /> <br />General's office as to legal authority and such regulations are being prepared. <br /> <br />This situation should be improved In the near future with 106 funds that will be <br /> <br />released with 205(g) funds. <br /> <br />d) Under the 205(g) delegation to the State there is a potential overlap <br /> <br />between the 205(g) grants project engineer and the district engineer regarding <br /> <br />final and follow-up O&M inspections of facilities that are constructed using 201 <br /> <br />funds. Integration of the functions of the district engineers with the 205(g) <br /> <br />requirements will be made as the delegation agreement is prepared. <br /> <br />7. Conc 1 us ion <br /> <br />The State has numerous manpower 'needs, many of which cannot be met during <br /> <br />the term of this agreement. Therefore, priorities will be establ ished and a <br /> <br />long term program developed to address how the State can best meet these needs. <br /> <br />Included in this strategy will be an Identification of how the State can better <br /> <br />utilize its existing resources. Sources of federal funds that are currently <br /> <br />I" - 8 <br />
