Non Point Source Program Overlaps and Gaps <br /> <br />Since programs for the control of non point pollution sources are in <br /> <br />relative infancy. 1 ittle historical overlap in program management is evident. <br /> <br />Similarly, it is difficult to pinpoint program gaps because of the lack of a <br /> <br />"track record" to review regarding attainment of goals. The discussion here <br /> <br />will, of necessity, be one of potential overlaps and gaps. Hopefully, these <br /> <br />potential overlaps and gaps can be avoided by bringing them to light at this <br /> <br />time and. resolving any problems prior to program implementation. <br /> <br />1. Agricultural <br /> <br />The Soil Conservation Board is to provide overview and coordination for <br /> <br />all agriculturally related non point source pollution programs in Colorado. In <br /> <br />addition. planning for agricultural non point source control will rest primarily <br /> <br />with the Soil Conservation Board in Planning and Management Regions I, 5. 6. 7b, <br /> <br />and 8. Similar planning in Regions 3,4 and 7a should utilize State personnel <br /> <br />working in close coordination with areawide 208 staffs. In Regions 2, 9. 10. <br /> <br />11 and 13. planning will be done by the region with State Board overview. Plan- <br /> <br />ning on the Ute Mountain Lands and Southern Ute Lands will be done by the Tribes <br /> <br />and coordinated with Region 9. <br /> <br />The current Soil Conservation Board program is util izing Soil Conservation <br /> <br />Service personnel on Intergovernmental Personnel Act assignments to the State. <br /> <br />Since personnel are I imited, agriculture technicians will be assigned to plan- <br /> <br />ning regions by the SCB to those regions with high priority agricultural critical <br /> <br />II' - 9 <br /> <br />.t' <br /> <br />W..
