FC'r point <br /> <br />source activity, potential overlaps exist between the two levels of government <br /> <br />in wasteload analysis and wasteload allocations. Designated areas with the <br /> <br />capability of modeling streams will develop wasteload allocations for their area <br /> <br />subject to approval by the State. All other areas will have wasteload alloca- <br /> <br />tions developed by the State. Once the Commission reclassifies the streams, <br /> <br />the wasteload allocations will need to be reviewed and revised to conform with <br /> <br />the numerical stream standards corresponding to those new classifications. The <br /> <br />Division will need to work with the local 208's to assure ~ivision acceptance <br /> <br />of the work involved. <br /> <br />There is an important task of streaml ining the 208 program. Several State <br /> <br />units of government are now involved directly in the development and/or review <br /> <br />of 208 plans. These include: the 208 Coordinating Unit, (in Dept. of Local <br /> <br />Affairs), the 208 Executive Committee, the Water Quality Control Division, and <br /> <br />the Water Qual ity Control Commission. During the next fiscal year a strategy <br /> <br />to consol idate the administrative functions of 208 must be pursued. The new <br /> <br />State management system must be consistent with State and Federal law and also <br /> <br />best serve the 208 constituency throughout Colorado. <br /> <br />6.
