The regulations <br /> <br />governing the 201 and 208 programs require each to develop a pretreatment pro- <br /> <br />gram and to evaluate multiple purpose recreation opportunities. The 201 program <br /> <br />appears the best equipped to conduct pretreatment surveys while the 208 program <br /> <br />should be responsible for long term recreational planning. Coordination will be <br /> <br />needed between the 208 and 201 programs regarding short term planning for recre- <br /> <br />ation and wastewater management. The 208 plans need to define the location, tlm- <br /> <br />Ing and capacities of wastewater treatment facilities. Once approved, those plans <br /> <br />are to become the basis for all future 201 projects. The 201 plans 'wlll be re- <br /> <br />viewed for consistency with the provisions of the 208 plans. Any significant <br /> <br />discrepancy will require changes in either, or both, the 201 or 208 plans. <br /> <br />in addition to these two potential conflicts, there is the problem of popu- <br /> <br />lations projections used in the development and review of 201 and 208 plans. <br /> <br />Recently published EPA regulations (April 25, 1978) call for the State to have <br /> <br />regionally allocated population projections by October 1979. These same regu- <br /> <br />lations stipulate that the sum of the disaggregated projections shall.not exceed <br /> <br />by more than five percent the National Bureau of Economic Analysis projections <br /> <br />for the State. The Issue of population projections will not be easily resolved. <br /> <br />However, an effort will be made by the State to maintain some consistency with <br /> <br />the April 25. 1978 Federal Regulations.
