<br />~ <br />C,.ll <br />en <br />--l <br /> <br />The number of people needed to assume responsibil ity for the 404 program is <br /> <br />not known. Assumption of the 404 program should not occur prior to correcting <br /> <br />problems with the existing 402 program. Legislation giving the necessary author- <br /> <br />ity to administer the program is required before the State can assume the 404 <br /> <br />program. A decision is also needed to define a role for 208 planning as it <br /> <br />relates to a regulatory program for dredge and fill activities. <br /> <br />The construction grants program has identified a need for 20 new positions <br /> <br />and a time frame of three years to assume full delegation of the grants program <br /> <br />from EPA. The details of how the State intends to assume full delegation of the <br /> <br />grants program is the subject of another agreement between the State and EPA <br /> <br />(see IV-3). <br /> <br />The.drinking water program has identified a need for four new positions to <br /> <br />expand its activities to adequately fulfill its primacy role for administering <br /> <br />the Safe Drinking Water Act. A more detailed discussion of the drinking water <br /> <br />program is presented later (see IV-12). <br /> <br />Under the 208 program the State will assume principal planning responsibil ity <br /> <br />for mining, silviculture, groundwater, and wasteload analysis. Regional popu- <br /> <br />lation projections and other nonpoint source programs will be planned at the <br /> <br />regional or local level by State and regional agencies with State overview and <br /> <br />guidel ines. Because some of these activities are performed at the local level <br /> <br />or by other State agencies, agreements will be needed among the affected parties <br /> <br />to define each party's respective responsibilities. The Division needs one mine <br /> <br />reclamation specialist and one Publ ic Health Engineer to assume these responsi- <br /> <br />b j lit ies. <br /> <br />In addition to the above manpower needs, the State will probably have <br /> <br />1/ I - 5 <br /> <br />, ~ 1. ~ <br /> <br />____ ~,,",-,<J:,>.i,,x <br /> <br /> <br />
