An additional full time water resource specialist will need to <br /> <br />... <br />CJ1 <br />.~ <br /><;:l. <br /> <br />be added In FY 80 and a technician in FY 81 to adequately assume the UIC program. <br /> <br />(3) 205(g) delegation: As outlined in IV-3 the program is being developed <br /> <br />to assume responsibility within the Division for the construction grant <br /> <br />program in a phased delegation. <br /> <br />(4) Expanded State role under 208: The funding strategy and allocation <br /> <br /> <br />of FY 78 funds will provide added funds for the State to strengthen its <br /> <br />overview role In all aspects of water qual ity management. <br /> <br />The Statewide 208 plan will provide the unified program strategy and <br /> <br />improved procedures for bringing about consistency and improved effec- <br /> <br />tiveness of water quality control actions. <br /> <br />Before launching into these new and/or expanded areas of responsibility, an eval- <br /> <br />uation of existing programs should reveal gaps that must be corrected. <br /> <br />The most critical need Is to shore up the existing 402 NPDES permit program <br /> <br />to satisfy State commitments and EPA's expectations. Preliminary estimates by <br /> <br />the State show that several new positions are needed in the permit program to <br /> <br />fill the identified needs. In order to real ize these additional positions, <br /> <br />decisions should be made on necessary resource shifts within and outside of the <br /> <br />Division, use of 106 and 205(g) funds, reliance on EPA staff to fill voids while <br /> <br />an adequate State staff is secured, and a schedule to accomplish these items. <br /> <br />The highest work priority of the Division is to focus on the permit program. <br /> <br />This is a program which calls for limited direct involvement of the Commission. <br /> <br />III - 4 <br />
