In order to accompl ish these <br /> <br />objectives the Division sponsored a workshop on October 13 to mutually identify <br /> <br />~ .-~ <br />-" <br /> <br />a procedure and time frame which will be foliowed when confronting problems. <br /> <br />Follow up emphasis will be placed on modifying the existing guidelines that out- <br /> <br />1 ine the respective duties and responsibilities of both the Commission and the <br /> <br />Division, eventually converting this new document into an agreement between both <br /> <br />parties. Possibly there will need to be legislative changes and delegation agree- <br /> <br />ments between the Commission and Division. Efforts should be made to allow more <br /> <br />efficient use of the available resources to accompl ish in a timely manner all <br /> <br />the tasks assigned to the Commission and the Division. <br /> <br />3. Review of Gaps in existing Water programs: Manpower Needs <br /> <br />The,State desires to assume additional responsibil ity for 404 dredge and fill <br /> <br />permit program, control of groundwater contamination, 201 construction grant pro- <br /> <br />gram (205(g) delegation), and an expanded State role under 208. <br /> <br />The following strategies will be employed for each of these individual <br /> <br />object ives: <br /> <br />(1) State Assumption of 404: The process will be triggered by a decision <br /> <br />from a Commission subcommittee which will recommend whether or not to <br /> <br />draft statutory changes for the next legislative session. The crucial <br /> <br />element of concern is the lack of availability of State funding for <br /> <br />any new programs. <br /> <br />(2) ~ontrol of groundwater contamination: The Division will conduct an <br /> <br />inventory and assessment of surface water impoundments (see IV-17). <br /> <br />Two full time water resource special ists have been added to the staff. <br /> <br />Also, the Commission has a subcommittee which is developing groundwater <br /> <br />III - 3 <br /> <br />"""-" <br /> <br />':'1 <br />:jl <br />liW.Ji1 <br />
