c. A commitment to assist the 208 Unit in providing
to the Governor the remaining 208 State and
areawide wastewater management plans for certi-
fication to EPA.

d. A commitment to work with the Water Quality
Control Commission to recommend and implement
changes which will improve the present struc-
ture for administering water quality programs.

Maintain existing programs which require no changes
at the same level of resource commitment as found
in FY 1978, providing present level of funding
is continued by the Legislature.

A commitment to comply with all the prov~s~ons
of the State's quality assurance agreement with
EPA (Appendix of Attachment A).

A commitment to comply with Section 504 of the
Clean Water Act regarding adequate authority and
contingency plans to implement a minimum emer-

tegy for Salinity Control.

Expand staff capabilities as funding becomes
available for implementation of the SDWA.

a. Develop a solid waste management plan for the
State.

b. Complete the inventory of land disposal sites
throughout the State.

c. Develop and maintain emergency response capabi-
lities to incidents involving hazardous mater-
ials.

d. Commitment to pursue interim authorization un-
der RCRA for hazardous waste management.

3.. Air Pollution Control Division

a.. Expand the scope of the. S!EA to include as
appropriate an air quality element as part of
the FY 1980 agreement.
