<br />" <br /> <br />,... <br /><.If <br />~ <br />o <br /> <br />.-.,.' <br /> <br />AGREEMENT BETWEEN THE <br />COLORADO DEPARTMENT OF HEALTH <br />U.S. ENVIRONMENTAL PROTECTION <br />FOR <br />FEDERAL FISCAL YEAR 1979 <br /> <br />AND THE <br />AGENCY <br /> <br />.!.NTRODUCTION <br /> <br />This is the first of a series of yearly agreements between the <br />state of Colorado and the U.s. Environmental Protection Agency, <br />Region VIII. The objectives of this agreement are: 1) pro- <br />vide coordination and integration among the numerous programs <br />being administered by the State and EPA in reference to the <br />Resource Conservation and Recovery Act, the Clean Water Act, <br />the Safe Drinking Water Act, and the Clean Air Act; and 2) provide <br />a management tool which focuses a.ttention on the evaluation and <br />accomplishment of the major environmental objectives of these <br />pieces of legislation. Since this is the first agreement it does <br />not fully accomplish these goals. Rather the agreement represents <br />a step toward achieving intermedia program coordination and <br />integrat~on in addition to serving as a tool for management which <br />will lead to more effective administration of their programs. <br />Consequently, the water programs received the most attention in <br />this agreement in an attempt to pave the way for future agreements. <br /> <br />The first draft of this State/EPA agreement went to two public <br />meetings in September of 1978 and also was reviewed under the <br />A-95 State Clearinghouse. No public meeting or A-95 review <br />will be held on this final document due to the press of time <br />and the fact that State and EPA staff have already started to <br />prepare the FY-80 agreement. <br /> <br />RESPONSIBILITIES <br /> <br />A. Colorado Department of Health agrees to use its best <br />efforts to implement the program presented in Attachment <br />A, "State of Colorado's Program Plan for Environmental <br />Management," at a level consistent with the resources identi- <br />fied in Table I. Significant activities and commitments <br />included in this agreement are: <br /> <br />1. Water Quality Control Division <br /> <br />a. Consider a program and schedule for assuming <br />responsibility for administering the construc- <br />tion grants program (205(g) delegation agree- <br />ment) . <br /> <br />b. A commitment to improve the administration of <br />the NPDES permit program and to correct major <br />deficiencies in the present operation of that <br />program. <br />
