<br />Although it Is our Intention to establish a uniform format that will be <br /> <br />consistent from one year to the next, It Is Important to keep in mind that <br />..... <br />en this year's effort represents a transltlon from ,a tradltional method of grant <br />en <br />~ appl ications to a new integrated approach. For instance, in respect to 208 <br /> <br />funding, this year's budget for designated areas was negotiated through the <br /> <br /> <br />State for the first time. As 208 was originally perceived to be a local <br /> <br />activity for planning and implementation, there was naturally some uneasiness <br /> <br />among regional 208 agencies about the more central role played by the State <br /> <br />in this year's budget development. It Is hoped In future years, beginning <br /> <br />with FY 80, that a primary effort can be made towards developing agreements to <br /> <br />utilize available resources in other State agencies, sub-state planning districts <br /> <br />and local government. <br /> <br />In addition to holding publ ic meetings' on the Draft FY 80 State/EPA Agree- <br /> <br />ment, arrangements will be made early In the process to consult with a variety <br /> <br />of State advisory groups. These would include Solid Waste Advisory Committee, <br /> <br />Safe Drinking Water Advisory Group, and Water Quality Control €ommlsslon, In <br /> <br />addition to the 208 Policy Advisory Group and the 208 Executive Committee. Also, <br /> <br />strong consideration will be given to establishing a working Task Force early <br /> <br />in 1979 made up of key actors In the State with water quality management res- <br /> <br />ponslbil Ities to assist the Associate Director for Health Protection in the <br /> <br />formulation of the FY 80 State/EPA cooperative agreement. <br /> <br />- 6 - <br />
