The State is anxious to comply with the recently <br /> <br />proposed EPA regulations (40 CFR Part 25) mandating increased public involvement <br /> <br />in program development and delivery, and views this agreement as an aid to- <br /> <br />wards reaching that objective. <br /> <br />The State/EPA Agreement is not intended to meet the legal requirement for <br /> <br />305(b) water quality assessment. The assessment In Chapter <br /> <br />of the Agreemcnt <br /> <br />Is merely a summary of water quality problems to be used as a prologue for the <br /> <br />resource decisions made in the agreement. Another document has been prepared <br /> <br />to meet the legal requirements of 305(b). The Continuing Planning Process (CPP) <br /> <br />is Included in the appendix of the agreement. The Commission held a publ ic hear- <br /> <br />ing on the document in December and is preparing to adopt a regulation address- <br /> <br />ing the effects of the CPP on plans to be adopted. <br /> <br />The main part of this cooperative agreement consists of a summary assess- <br /> <br />ment of water qual ity problems in the State, a scction enumerating gaps and <br /> <br />overlaps In duties and responsibilities for carrying out the management of <br /> <br />water qual ity programs. Following this is a chapter entitled "Water Qual ity <br /> <br />Management Strategy" which essentially is the work plan for the Division, dis- <br /> <br />cussed In terms of FY 79 and also as a 5-year strategy. The traditional 106 <br /> <br />document has been el iminated from the appendix since the resource requests and <br /> <br />funding allocations are specified in the body of the agreement. It is intended <br /> <br />that the thread going from water qual ity assessment, through gaps and overlaps <br /> <br />to strategy and funding requirements will bear some connection to the goals <br /> <br />and objectives established by the Commission and the Division, and will indicate <br /> <br />to the interested pub I ie as well as to EPA the intention of improving the de- <br /> <br />1 ivery of water qual ity programs in the State of Colorado. <br /> <br />- 5 - <br /> <br />. . <br /> <br />,if;, _-'-___:;4~~~:: _ "':. <br />
